If you're talking about regular wallpaper adhesive, I always found that HOT water did the trick. Everything will get sticky, but change the water frequently. If it's glue - try Goo Gone.

Newer stuff can be a number of things, so I would first try to identify the glue. A paint/wallpaper store should be able to provide some assistance in this. Then you want a solvent, likely water, that will dissolve the glue without harming what it is on.
The people that mentioned steam are likely talking about removing the wallpaper itself, and hopefully the glue will mostly come with the paper.
