i want to replicate that look, how do i know which length panels to buy and which length scarf to buy?

Pretty easy! Measure from about 2 inches above the top of your window pane (measure from where you'd hang your rod.) For the scarf, multiply the length of the window by about 2.5 That should give you the measurement :) If there is no scarf available at the exact length you need, don't worry about a few inches but I'd suggest go a few inches longer rather than shorter. You can always drape it just a tiny bit more to make up for it.

the best way to know what you actually need is to go get a JCPenney catalog or type in how to measure windows on the web.
It will give you precise instructions on how to measure to get the look you want. If that task becomes to difficult, then call a firm that will come to your home and measure for free to give you the proper numbers you need.
for the scarf you need to figure 1 1/2 times the width of the window plus the drop on each side of the window( for example if window is 72" and you wanted the drop on the sides to be 36" ou would need a scarf that is 180"). Standard finished length on window panels is 96". again depending on the width of the window that would determine the number of panels( again assuming that the window is 72" )you usually figure 2 - 21/2 times the width of the window depending on the fullness you desire. assuming that the panels are 54" wide you would need either 2 or 4 panels per window. depending on the fullness you desire.
Well you definitley need to measure your windows. If you're wanting to replicate that look exactly then go just a few inches above your actual window pane, not molding, in order to measure the height from there to the floor.
For the scarf, it looks like it's longer on one side then the other, I would add the height of the window + the width of the window + half the height. Then find a pre-made length thats close to your dimensions. Definitley go longer than shorter, especially on the scarf.
