This is how I've done it: Use a stain blocking primer like Kilz or Zinsser or Bin (Spray paint primer gives you a better finish. If you have to brush, I prefer Zinsser because it goes on smoother). Then, you have choices. I have used spray paint and love the finish by the new Krylon paint for plastics or you can use latex and roll it on for a smoother finish. I've always been happier with the spray paint technique because you don't have the problems with brush or roller marks.
The paint won't stick and you'll have a mess. Don't bother with it.
Use a Kilz primer as a first coat to keep the dark color from bleeding through. Then use whatever color white you want on top of that. If you use a good primer, it should only take you one coat of primer and one coat of white to get the job done.
I agree w/the first answerer. If it's laminated, it's cheap and not worth the trouble. Try replacing it with something in the color you want (like at a HOME store or other place that stocks such things). Painting is always problematic, if you don't know what they used--if it's oil based and you use latex..it will peel! And so on. I always use solid wood when I can, or plywood, when I don't care how it looks (like in the garage).
