Can i prime the backing of wall paper and then paint it it is to thin to pull off the wall?

By backing of wall paper I assume that you have pulled the face off of it and the paper backing is left on the wall.
It has to come off or it will bubble when you paint it.
It will come off if you wet it down with a mixture of hot water and Dif-Dif is a paste eradicator found at home depot or Lowe's or any paint store.
I use a garden type bug sprayer for speed but as long as you get the paper back wet with the solution and wait about 10-15 minutes,making sure it doesn't dry out while waiting for it to work,it will scrape right off with little effort using a broad knife.
Wash the walls to get all the old paste off and I would recommend a primer just to be sure all the paste is off as wallpaper paste makes paint "pucker"

I don't see why not as long as it doesn't bubble, if you're afraid of it bubbling you're gonna have to remove it by steaming it off.
Yes, you can. Before you do, you should sand and scrape the walls to get rid of as much of the wallpaper glue as possible, or you'll end up with very uneven texturing!

The moisture from the paint will cause it to wrinkle and bubble. Its better to use a paste remover available at home improvement stores in the wallpaper section. We used the spray on kind when I painted apartments and it worked great. Just let it set for a few minutes and then I scraped it off easily with a putty knife.
I've done this many times, and it NEVER wrinkled up or bubbled. Matter of fact, you'd never know to look at it that I painted over the paper.
Funny, whenever I tell people about it, they invariably tell me it won't work. I did this about 10 or so years ago the first time, and I've done it several times sice, and I've NEVER had a problem.
