First you'll need to find out what you house's sheathing is made of. If its old wood siding there is no problem, but if its celotex or some other sort of insulation you'll need to find the studs. After all that, drill a over sized hole (about twice the size of the fastener you'll be using) into the new vinyl siding. Vinyl moves with changes in temperature so it is crucial you do not pin the siding down tight. you want your screws instead to pass through the siding into the sheathing without actually ever touching it. 1\8 of an inch clearance on all sides of the fastener should be plenty unless you are hanging something over 4 feet wide then up the clearance to a 1\4 inch. Then go ahead and attach your star. Screw it down until the star just touches the siding taking care not to crush it but tight enough that it won't rattle when a strong wind blows. good luck

Are you from Texas? My suggestion is don't do it unless you plan to replace the siding when those stars go out of style.
