Yes but it will never be the same gloss again and it will be very hard to sand, will need emery cloth. Why would you try though?
No, Ceramic is a clay base material once you sand through the finish you will have a different color, usually red clay sometimes grey. Porcilain ,marble ,or granite can be buffed or polished, they are solid color throughout, but not ceramic.
