What's the best and easiest way to re-seal wallpaper seams?

Go to your local pharmacy or drug store and buy a syringe (the best is the ones they sell for diabetics). Fill the syringe with either elmers white glue or any other glue that dries clear. Use this to apply a fine line of glue just underneath the edge of the seam. Push firmly on the seam (it's better to use a palette or knife with a flat edge to do this). Using a damp rag, Immediately wipe away any glue excess that comes out from under the seam to avoid having a shiny line showing on the wallpaper.
I used Elmer Glue in the plastic bottle and it did a good job for me. You apply it under the seam and presto and it does not leave a film to clean up!

take one of those 1inch foam brushes and use ModPog(at local craft store ) or the elmers glue thinned and apply all the way down.
