Linoleum on top of old?
Question:is it illegal to put new linoleum ontop of old linoleum? I have heard it is but then i have heard it isnt. is there one answer out there?

No it is not illegal, but it is a bad idea. Since the old linoleum is slick, the new will not stick to it. You will end up having all you new floor peeling up. I would put luan down over that old ( luan is a 1/4" thin plywood.) floor. When putting the luan down, use pleanty of nails. This will give you a nice, clean surface for you new floor. This is also a whole lot easier than peeling up the old too. Hope this helps.

I dont think its illegal, but you have to remember that whatever you put down is only as strong as the first layer. In other words if the linoleum you are trying to cover up is starting to come up already, then you may want to rip it up first. If the first layer is coming up then the new layer will do the same thing.
Unless the linoleum is made out of asbestos (which it never was) there is no legality involved. You might be thinking about good practice. If the old linoleum is cracked, buckling or has bare patches then you need to tear it up and make sure you have as clean a surface as possible to put down the new. If the old is in good shape then you can lay down self sticking tiles, vinyl comes in both paste down and no paste required. You do have some choices, if you go to Home Depot they can give you some help...they might even have some classes or a video that can give you some very specific instructions. Have fun!

It is NOT illegal. The only problem you may have is in pattern transfer, whereas the bottom pattern may in time show up in the top layer. If you buy a thick well made linoleum it will hold up better and not allow bleed-through.
It will be tougher for the next person who will inevitably want to put in hard wood floors and they will have to scrape through two layers.
