Your question is somewhat muddled. Ceramic tiles are designed to be used in bathrooms which are frequently damp. Of course when they are installed the whole area needs to be completely dry and the tiles need to be installed correctly and sealed properly and they yes they will stay. For the purpose of traction on wet surfaces, I find it preferable to use very small tiles on the floor...you can make some very pretty designs but then too that can be expensive. A padded vinyl is always good. Wood is great if it is treated or sealed...lots of ways to do a room that might be damp... enjoy.
If the floor is permanently damp, then the answer is no,You must correct the situation then dry out the floor.if it is damp because you have just cleaned it it will be ok providing you are using a cement based thinset. If you are using a ready mix made thinset then dry out the floor.

Ceremic tiles are good but don't put it on wet floors. When you but thinset get no additives because the "milk" has additives in it and when you mix the "milk" with the thinset that has additives it does't stick as well. Also make sure your joints stay even. HAVE FUN
