I've seen rhinestones used to create a 'starry' effect on ceilings - they are purchased in packets and the stones are flat backed. (2-5 dollars depending on size of packet)
The one I saw was on a deep blue painted ceiling and it looked kinda magical with a lamp lit in the room.
You would have to ask for the best bonding glue to use like a jewelers glue. (2-4 dollars)
You can find all this in a Hobby Lobby (sometimes on sale!) and at any local craft store such as Michaels or JoAnn Fabrics - or whatever you have in your area.
Super simple to do - dust lightly once a month (or else they lose the luster).
There is an additive you can get at the paint store - Home Depot and Lowe's carry it. You just add it to whatever paint color you want. You can also try glitter glue but that is messy. I'm sure there are some expensive alternatives but the paint additive is probably the easiest and least expensive.
I put some plastic glow in the dark stars on my bedroom ceiling. When I turn off the lights it is like looking at the sky. On the back porch ceiling I used a glow in the dark paint for the same effect.
