If its only small splashes, try sanding it by hand with some medium grade paper.
If its huge amount, then only hot water with a mild detergent and a stiff brush will clean some of it.....depends how much paints involved really.

Have you tried brushing it with a stiff brush, like a floor scrubbing brush? Emuslion pain is water based so it is dry, it should come off with scrubbing with someting abrasive.
Castrol Super Clean - soak it on the carpet for about 10 minutes, then pour hot tap water on it and around the stain. Use a scrub brush on it, then squirt/pour more super clean on it. Either use a wet/dry vac to suck up the water or, use a towel or two to scrub back and forth until it is fairly dry.

If you don't know where to get it - Wal Mart carries it and it is around $6 a gallon... to make something like Fantastic or 409 you use 1 part Super Clean to 20 parts water, so it is actually extremely cheap to use.
A very simple solution is to apply some "go-go" hand cleaner to the carpet and gently rubbing it into the fibres. Allow this to sit over night and then brush-scrub it with a stiff brush the next day. When the paint has flaked off the fibres completely, vacuum it and then wash the area with a cloth wet with warmed water.

"go-go hand cleaner" costs about three dollars and is availble definitely at all Autozone stores and most all other automotive stores...possibly even Walmart in the automotive section. It is also great for removing grease from clothing before washing.

A simple solution to a complex problem...!
wet cloth
If the paint has been down there too long, it will stain the carpet for good, depending on the level of stain protection it has or how old it is.

An older carpet won't have quite the stain protection that newer carpets have today, so the paint may not come up completely.
just scrub it with hot soapy water
ammonia breaks down the vinyl base, dampen well and let soak covered with cling film and a towel, open windows, latter use a fine tooth comb to lift gunk off of fibers, good luck
