Question:Can anyone explain, or lead me to a site that simply explains, Feng Shui? What I'm looking for is a basic description/summary and how I can use it?

I think the information is more complicated than you think and a web site can only provide the most elemental information. You should look on Amazon or any other book selling site for a good book about it.
I think Balance is what sums it up pretty well.
Using textures, elements, shapes, colors, etc that compliment each other and make you feel good.
Example: If you have a fireplace in a room, you might balance it with a waterfountain or aquarium in the room also.
Or, if you have a square room, you might find more harmony with a round table in it.

i can give you a description. but i cannot give a how to procedure, because it consists of many concepts, which can only be taught to you in a seminar. there are fengshui softwares out there, but the concept is not explained and the formula is not given. and there is no book out there, to my knowledge, that explains in detail the concepts of fengshui. even some books written regarding flying stars or 8 mansions are not complete - they do not explain the secret use of those concepts.
for the description: fengshui is knowing where the good (or bad) areas in your house and using these areas to improve your life financially or in terms of health by using certain concepts.
good areas because they contain good energy, which cannot be felt by people. fengshui is not intuition, it is not about good harmony or good vibe, it is not a belief - it is working without us believing in it.
i do not think that there is a website out there that explains the fengshui concept in detail. most websites sell you something.
the best way is to hire a fengshui professional to do it for you.
my master always reminds us that people who pay for your services are the people who are serious in implementing your advise. and those who fish for answers over the internet are not serious in learning fengshui. this means that if you are really serious, then you will make the extra effort to hire somebody, or take that expensive fengshui seminar.
regarding its effectivity: let's just put it this way, if fengshui is not effective, then fengshui masters and professional who do this for a living should have gone hungry by now. and no chinese businessmen would hire them to build their towering skyscrapers hongkong or singapore. no billionaire casino owners would consult them before putting up their new casinos. but these successful people do hire fengshui masters regularly. then it means that life must be easier for these people with fengshui.
on the other hand, fengshui is not a cure-all. it only deals with health and wealth. and it is not for everyone, because we live in a free world.
