Can you paint masonry paint on tarmac?

I suppose you could do that but you may have to seal it with an oil based sealent first so that the oil from the tarmac doesnt seep through your masonry paint. You can find a good sealent from most good diy stores. Get a deep pile roller to apply the sealent this will help ensure that you get into all the cracks, two coats of the sealent would be advisible just to make extra sure. allow 4-6 hours between coats. then once you have the sealent coat applied then you should be fine to apply the masonry paint.
Just to clarify a point for the benefit of martin, the oil based sealent is NOT a paint it is a SEALENT two totally different products. it will be clear and have a varnish kind of look when in the tin and is used to seal in unwanted seepage from various sources, hence the name SEALENT.
Also dont know if you know Martin but oil always comes to the top of water so possibly the worst thing you could do is try to put a water based paint upon a surface which may produce an oily residue.

It won't harm the tarmac but if your going to walk on it it won't last long as it's meant for walls and brickwork. A heavy duty garage floor paint may be better.
no you cant as it will wear away very quikly if it is a well used area.

yes. as for the decorators answer oil based paints lift the bitumen out of the tarmac so it will stain just use a good quality water based masonry paint
also we are not talking of oil but bitumen the only way to seal it is to use a water based product if you are a qualified decorator you should know that. what do you seal bitumen on walls with before applying a masonry paint answer a water based sealer
