You could but do not. The seams from the wallpaper will show up on a painted surface. Once painted the wallpaper is very , very difficult to remove. take the time, soak the paper with a solution you can get a a paint store specifically for this purpose. It really is not that bad if you prep ( soak the paper).

i had to paint off of walls cuz they were damaged. little did i know that there was YEARS of wall paper that had just been painted over and the wall papered over etc.
so save yourself the hassle later and do it right the first time
they have done it on trading spaces when the wallpaper is still in good condition and not peeling or bubbling anywhere.
