What's the best way to remove wallpaper border?

try and remove the face (pattern)from the border and soak the backing with warm water
I removed it by spraying water on it and then wiping it off. If there was still a little stuck on it, I rewet it and used my nails to get it off. It was pretty simple, but it was also on semi-gloss paint. I have heard that it is harder to get off of flat paint
If it won't peel off easily (sometimes they do), buy a product called Dif. Score the paper with a wallpaper scorer, spray on the dif, let it soak a little but not dry, then you can scrape it off with a plastic scraper. The stuff works really great.
Provided you score it steam removal is really quick and other than the wallpaper, mess free. I removed roughly 1800sqft of wallpaper with 1 friend scraping behind me while I steamed it with my steamer. It took about 2 hours. Now that's fast. The best part is, it didn't stink up my house like the chemicals do.
