i live in an apartment, so i can't paint the walls. but i have lots of paintings and artwork on the walls to make up for it
It is very colorful. I display all of my art (art from my friends, my sketched interpretation of the Mona Lisa, "Irises" by Van Gogh :D ). It also has a slightly Hawaiian vibe that can be easily felt as soon as you enter it...there are all sorts of leis and exotic flowers hanging down, about and all around. It is bright and happy and I have pictures of people I like, such as the legendary, beautiful actress Audrey Hepburn.
Never underestimate the space of a room. The way you set the environment affects the general mood...remember this as you decorate...and all the best of luck from me to you!

for a girl's room i recently re decorated my room .. i dont know how old she is but mine is for a teenage girl .. i got a really cute comforter set (13 pieces, including sheets, pillows and covers, a backpack, and even a white board) for only $80 at linens-n-things a couple days ago .. the sale is still going on (until the 15th of july i think) .. then i did stipes on my walls in the colors of my comforter .. then i got a really cheap swivel chair in blue from target .. i hope this gives your sister some ideas

two of my walls are sea foam green and two are sky blue (i'm a nature freak) and a tropical and/or sea theme would look good. i currently have dark green carpet [yuck!] and am hoping to replace it with hardwood "sand". this bedset will look absolutely gorgeous! a nice beige or tan carpet would look nice or even hardwood with accent rugs
