Sound proofing a room?

Question:How do I sound proof a room and how much would it cost in Bradenton,FL? I'm always hearing noises in my room. My dog barks a lot and usually no one is there. I can hear my sister playing her guitar in the other room. I can also hear when my Mom has her TV and radio on loud.
