Why does my ceiling fan whine?

Some part of the mechanism is rubbing where it shouldn't. Take it apart and look for loose rubber or screws.
Probably only happens when it's spinning, try turning it off and see if it stops.
It might need to be cleaned. Or it may be it dying and will soon have to be replaced. If there is a lot of dust around the vent of on the out side of the fan there could be even more on the motor. Which will cause it to burn out; if the vents and blades are not kept cleaned.

There are two reasons for fans to make noise. One is the blades are out of alignment with each other. The other is the arms that hold the blades need some oiling. Silicone is the best lubricant.

Assuming you live on grid, your fan is probably out of balance.
Offgrid is due to the inverter-can't change that except to put it on high.

Sounds like the blades are not balanced properly. You can add weights to the top of the blades to balance them. It takes time but it is worth it to stop the whine.
