Should you finish the basement?
Well in many places you must apply for permits and have inspections. The codes require electrical outlets and lights with guidelines for spacing and recurrence. Also there must be adequate air exchange. To Hang Drywall you would have to frame walls.
You would first get a building permit, then a mechanical permit, (possibly a plumbing permit), then an electrical permit.
Then each trade would have their work inspected before the drywall is hung. Then after everything is finished, an inspector would come back in and test things.
Its a complicated process for someone with no experience.
You can attempt to finish your basement without pulling permits (which cost money and may require licensed contractors) but you risk being caught and fined, and then forced to pull permits anyways.

Yes, you absolutely can. I'd suggest you use a fiberglass faced (instead of paper) product as basements tend to have moisture problems which can lead to mold issues. Fiberglass faced drywall will not support mold (nothing for it to eat).
Well first you need too make sure your basement isn't leaking. If it is fix that first but you'll probably have a water problem any way. If it's not leaking you need to build a 2x4 frame to hang your drywall on. You'll always need to run a dehumidifier though to keep the moisture down, otherwise you'll have a mold problem.
