What kind of paint for first coat on a freshly plastered wall?
Question:Is vinyl matt emulsion any good?
Is this the same as latex?
Should it be watered down?

For a very first coat of paint on your wall, the best thing to do is to use primer. Use and oil-based primer. I prefer Bull's Eye 1-2-3 or Kilz. You'll find both of these at any good paint store.
You'll only need to use one coat of primer. Once you've primed, let the primer dry completely. The drying directions can be found on the can... make certain you respect this.
Once that's done, use any kind of paint at all on top of an oil-based primer. I LOVE latex paint, as it's so much easier to clean up after... you don't have to worry like you do with oil.
As for the finish (matt, satin, eggshell, semi-gloss, high gloss) it really depends on where you'll be putting the paint.
Matt: no shine at all. Hard to wash after without leaving streaks or marks. Little greasy hands will stain the paint. Matt paint is best used on ceilings and rooms that don't need the walls washed.
Satin: a slight sheen to the paint. This is a good choice for kid's rooms, because it is washable.
Semi-gloss: A good choice for kitchens if you don't want to use kitchen and bathroom paint (which is mold and mildew resistant).
High gloss: I don't like high gloss, as it is soooooo shiny and shiny paints show up all the defects on the walls... You'll find this kind of paint in high traffic areas, such as hospitals, etc.
Your vinyl emulsion is matt and is oil based... You can use latex on your walls. You'll be much happier...

Primer.
If your trying to save time and money Get a paint that already has Primer in it, and I always use name brand paint that stats ONE coat is all you need that way it takes less time
if time and money is not a issue buy the primer seperate and use it first, by using primer before you use paint, the Paint will go on better and last longer and look better

plaster like concrete should be allowed to cure for at least seven days before applying anything.then if you still have it in your area an alkyd based{oil} primer sealer
primer should be used after the plaster dries. if it is a hole that you patched i would recommend that you paint the wall with a scrubbable flat latex paint. flat paint is very forgiving to the eye.semigloss and high gloss will dry and the patch of plaster will show.when i prime walls i have learned that if you tint the primer the same color as the paint, you never have to see where you missed a teeny spot 3 months after you hve painted.always keep leftover paint for touchups that you may need 6 months -1 yr down the road. touchups make the room look new again without the hassle of a total repainting.good luck. also, i have used latex (not silicone) Dap caulking to thinly smear over the plaster.dap is paintable and does not let you see the plaster patch when you use satin semigloss or high gloss paint.
I've recently done this and so all i can do is pass on the advice my plasterer gave me...you can do any of the following:
1. buy prupose primer (dearest option)
2. water down normal emulsion (cheap option)
don't use anything that will seal it (pvc, gloss etc) as it will prevent the plaster from 'breathing'.
