I just mixed up 17 bags, and you can mix it yourself in a wheelbarrow with a hoe. If you add too much water, just add a little more concrete, so buy an extra bag. You have to mix it for several minutes to get it thoroughly mixed. It takes more bags than you think to do the job sometimes.
My dad once used a wheel borrow and a shovel to mix it but I wouldn't suggest repeating that. It was difficult getting the left over concrete mixture off the inside of the wheel barrow and the shovel.
I have seen people mix it on a sheet of plywood. you have to be fast though. pour the bag out on the plywood and make a hole in the middle. have a person spray water into the hole and start mixing. as you get the water mixed in have the person slowly add more water until you get it the texture of mashed potatoes.
