What is the best way to refinish an old dresser/cabinet.?

Question:sand it down and then pain...or use a paint stripper and then repaint..help!

Answers:
use a paint stripper(one that smells of orange, takes a bit longer but safer) then sand from 100 grit to a final of 220. find out what kind of wood it is and choose finish paint or stain type.

If you want to refinish an old cabinet, sand it first. You can either do it by hand or with a mechanical sander. What this does is allow the primer to stick to the dresser. Follow the sanding up with a primer then choose whatever paint you want.

Also, your dresser's hardware (knobs and handles) might make it look dated as well. If that is the case, add some new knobs and handles that suits your current style!
Use a paint stripper. Take your time and get all the paint off. Only then should you decide whether to paint/varnish/shellac or whatever. The wood under the paint may be gorgeous or may be ugly.
