Answers:
Along with some of the other suggestions, look into getting "CD Wallpaper". You can find it on Amazon.com and on teen decorating websites. It looks like a big poster that you put your cd collection in. It comes with tacks for hanging. I put a couple up in my small apartment. It adds color and draws attention. When people notice the CD Wallpaper, they go right to it. It's unique because it's very hard to find in stores.

find out what she likes and ask he to help you pick out a few things that she would want in the room. find out what her favorite colors are and incorporate them into the room. find out what her style mostly is is she preppy and like girly stuff does she like sports make that all part of the room. she will enjoy that the space feel like hers,
let her do it,

but if you look around the oops paint at homedepot/lows you can find stuff for like 2 bucks, also cloth works well, you can go bargan hunting at walmart in the left over scrap section and go from there

you might also want to try going to a flea market to find stuff thats basically free.

If you cant do that try to just re arrange the furniture in the room.
I always like to suggest finding an inexpensive artwork that she likes (you can find art work in poster form that are fairly inexpensive). You can frame it or leave it unframed depending on budget. Then work off of that for color schemes. Maybe pick two different colors from the artwork and paint the walls. Pick out comfortors, etc to match. Just make sure that your teen is involved with picking things out.
Ask her what she likes and run with it! There are temporary borders that have self adhesive glue on them that can be removed without damaging the wall. Bulletin boards or corkboard is a good way for her to hang photos, ribbons, etc. without damage to walls.

Your emphasis will have to be in the bed decor, that's why you need to ask her what she likes and find throw pillows and bedspreads/sheet sets int he colors, pattern, or topic of her choice. Don't forget to throw in a comfortable chair for her to sit in, computer table/desk for her to do school work on, and maybe a funky throw rug.
You could get some ideas from www.pbteen.com it's expensive, but you can pull from what they have done. There are a lot of photos on their site. Let her show you what she likes and make it a project for both of you.
I'm speaking from my experience growing up with two sisters.

Let your daughter help in the decision process. She's going to change it anyway and it'll let her know you value her opinion.

For my sisters, that was the time that stuffed animals and frilly-girly things got put in the garage and replaced with more contemporary things.

If you're looking for cheap ideas I would look around at how a college would decorate a dorm (try Google for ideas) as they can be pretty creative on a budget that supports only eating mac n' cheese.
Teenage girls normally love to have a ton of pictures of their friends all over the place. Get her some cork boards to hang pictures on. They sell some that are really cute or they have plain ones. Or get huge picture frames and have her make a colage of her pictures.
When I was in high school some of my friends tore pages out of magazines and hung them to completely cover one wall in their room. It looked really cool and it was really cheap.
When I first went to collage, I did that with all of the pictures of my friends. I completely covered a wall.
