I'm assuming the siding is vinyl. If it is be very careful about solvents because they can distort or melt plastics. Try benign solvents first--mineral spirits, alcohol, VM&P naphtha. If none of that works, consider sanding it off--depending on how deeply the stain bit into the plastic, you might be able to sand it out with 220 paper, then polish the plastic back up with 400, then 600, then 1000 paper using some mineral spirits or glass cleaner as a wetting agent.
