Yes, you can paint it, if it has a vinyl coating you should prime it with KILZ primer, this should work and will look good.

Yes it is possible. However, you may need a few coats since particle board tends to soak the paint in. You may also want to use some type of clear coating over the black paint to seal it in. If you go to Home Depot or equal store a salesperson should be able to tell you which type to get.
Sand the surface to allow paint to adhere and I would advise a primer also. Then you can brush or spray the color you wish. If it will get heavy usage, I would clear-coat it after you get your color on.
I've never tried, but I suspect the new paint will not bond well and may come off when it is written on or bumped since your desk has a vinyl veneer.
If it is melamine, you can paint on it and will get the best results with spray paint. I would still prime it so that your top coat has something to adhere to and so that you don't get crackle. If the veneer really is plastic, then you can use the new Krylon paints for plastic to get good results. In either case, use a non-yellowing polyurethane to seal it so that you can protect the surface and make it easier to clean.

if the veneer is in tact (not chipped or peeling away from the table top), lightly rough it up with sandpaper, at least 120, then, after cleaning off the dust, use a primer. once the primer dries, you can spray or use a brush for the entire table.
There is a new paint Krylon it is made for plastic products.
Use a fine sand paper and lightly sand the surface--just enough to see marks--wipe with dry cloth then paint. You can buy this paint just about anywhere. it comes in spray and brush on . Good luck!!
