Question:..lay some carpet over the old stuff or some hardwood floor over it so that i can at least walk barefoot on the floor and not feel so gross?

Large throw rugs.wonder why he won't let you change it, what's he hiding underneath..maybe you don't want to know? Could be if you get new carpeting he'll start getting grief from the tenants.
If you feel it is unsanitary, you might have a legitimate complaint on your hands. But we all have different ideas of what is unclean... You can always bo out and buy a huge 9 x 12 sisal rug at Lowes or Home Depot, they've gotten very inexpensive (like, $99 and up). Plus, you get to take it with you! Or, consider a service that will clean it up and make it at least look somewhat better.
I would just get some beautiful area rugs, which don't cost very much. They can really brighten up a room. Then when you leave roll them and up and take them with you.
Start with a professional cleaning. When you contract, be ready to ask that the crew vacuum and extra time, to remove as much moisture as possible.
Ask your landlord if he'll be willing to pay or share the expense.
You can't put new carpet over old, nor can you put hardwood over a soft surface -- it will ripple, buckle and get lumpy and never be right.
Area rugs over the cleaned carpet would be OK, but area rugs over dirty carpet won't make you feel much better.
honestly i think your stuck there. The only thing I can think of is large area rugs and hall runners.
nothing will work well layed over carpet.
edit: I don't know where you live, but you could try shampooing the carpet, and I know in California, there is law as to how long carpet can stay in a unit. I think they have to change carpet after so many years. I would look that up too!
You can't lay more carpet or change it, you will have to put rugs over it and just keep getting it cleaned regularly if it smells, use a citrus cleaner this will help with any mould or musty smells.
I agree with other posters - get the carpet professionally cleaned. Explain your problem to the cleaners; choose a company that specializes in sanitizing.
Once the carpet's clean, choose some large area rugs to cover as much of the carpet as possible.
