I want to put a sub floor,(2x4 & plywood) on a concrete floor.?

Question:Does the concrete have to be sealed with plastic or painted with a liquid to prevent moisture from seeping out.

Answers:
YES it has to be sealed!

I would use a painted on Sealer rather thatn a layer of plastic - it will be more durable. Don't scrimp in cost, buy quality! It will save you money in the long run.

Yes you should always use a moisture barrier over the cement!
There is a pink insulation foam that is about 1/8" to 1/4" thick
that is made especially for this type of project. You can buy it at Home Depot but other big name hardware stores would have it in stock also.
You might first want to consider using a concrete product that automatically levels the floor. Home Depot or Lowe's sells it.

I would consider using a sealant on the concrete as it's a porous material and will take in the moisture from above the surface from any other porous material such as carpet or wood.
