it's the sash - the frame inside the window that holds the glass. The part that goes up or down. If that isn't what you're referring to, then you'd have to be more specific. There are dozens of different kind of windows.

If you are talking about the inside on the bottom of the window it is called the window stool.
Your question is a bit disjointed. I think you are referring to the window casement.
The window sits on the sill and the stool comes out from there. The part that is against the wall under the stool is the apron. The casing goes on the wall around the window.
You don't have to be that specific when you price out the job unless you are just painting that one specific piece.
Just quote: "to trim out the window" or "window trim".
