Can you paint masonry paint onto a surface previously treated with hammerite?

Why is Hammerite on the masonry as it is a metal paint. If it is well and truly on the surface then you should be able to paint over it. If it is flaking the it should be scraped of, have a stabiliser applied and then paint with the masonry paint. I am a retired painter and decorator.
