No, painting, staining and other "techniques" are only short quick fixes that never really look good when they are done. You can do tile over tile as long as it doesnt make the floor thicker then the adjoining floors. Its best to replace.
You would have to completely remove the glaze to stain a tile. That would be difficult, would remove any preexisting color and you would not be able to reglaze. You could make it waterproof again, but it would be a pain to resin a bathroom. Probably would be cheaper to replace. You can paint them or epoxy them though.
