Where can i recycle or give away/donate old wire coat hangers?

Take them to your local thrift store or Salvation Army. They are usually in need of hangers.
most dry cleaners will accept your used hangers.
we usually give ours to the local cleaners
The dry cleaners will recycle them or the local used clothing (Salvation Army, Goodwill, etc) usually needs them!
A lot of the cleaners will take them back, or call the salvation Army, Big Brother,Big Sisters, St.Vincent De Paul and see if they have a thrift store you could bring them too.

Dry cleaners will take back any hangers that are in good shape. You can also give them to good will. Or you can go to your local old age home, school, charity organisation, etc. and they will be happy to have them.
Or you can always bring them to a metal buyer and sell them for cold cash if you have enough to make it worth your while...
If you have a local tailor or seamstress, they often take extra hangars.
