White will over-emphasize the dark brown of the panelling, go with a much lighter shade of the same hue as the panels. This way the colors will blend and the whole room will look a little richer.
Bonus: You can get battery-powered wall-mounted light fixtures to add some more light in a dramatic way. Also, consider hanging a lot of photographs in natural wood or cream-colored frames on one or both long walls, in a line at eye height. Use a level and string to make sure all the photos line up perfectly.

Kilz the paneling, paint the ceiling white and the walls a muted shade, when light bounces off hardwood floors it's awesome! Dark paneling in a hallway could cause some safety hazards.
White- use semi gloss.
You should try using the light colours. The White would be the best colour for increasing the lighting. However Sea blue, cream etc would also work fine.
If you can place a mirror, it would also increase the light.
Adding a mirror will help alot. I'd also suggest looking at replacing the light fixture. We resently redid a stairway in our hall. Took down the dark blue wall paper and painted the walls a light neutral, we replaced the light fiture from one with 1 bulb to one with three and added a mirror at the top. It's hard to imagin it's the same dark dingy stairway we've lived with for years.
Paint the paneling a light color. It doesn't necessarily have to be white. My mom painted her dark paneling a creamy antique white and it looked awesome!
