Boy, I advise against both. You will need to prime them first. So see what kind of primer is recommended for what you want to do. Good luck.
go to a home store they do have special paint for tiles...never heard of painting a laminate counter top.you better off replacing it...painting it may chip off...and scratch...

Both can be painted if sanded, primed, painted and sealed. Try consulting Lowes, Home Depot, or possibly even websites like ask DIY, HGTV, TLC, or somewhere like that.
If the tiles are not in the shower area, you can paint it with fleck stone spray paint but be sure to seal it with a clear coat. I just did this to my 1947 bathroom and it looks great. I was told it couldn't be done or I would have to prime. This was so easy and didn't cost a lot either. Good luck!
