Answers:
You can use a pearl or satin latex (acrylic) or oil (alkyd). First off what you need to do is test the base of the existing paint. Do this by rubbing nail polish remover on the self. If the paint comes off it's latex and if it stays on it's oil. You can cover the white with any color as long at you adhere to the right base. You can paint oil over latex but not latex over oil. Painting latex over oil will cause major bonding issues with the paint, it will not stick. If it's oil and you want to use latex, prime first with a latex primer sealer. If it's oil and you use oil you do not need to prime.
Latex is water based, is not harsh to smell and is durable when wiping or washing as long as you use pearl, semi gloss or stain finishes. It's also dries faster, usually four to 6 hours between coats. Cleans up with soap and water. Never use flat or eggshell finishes in the interior as they are not very durable nor washable.
Oil is oil based. Stinks when applying, is very durable and harder than latex. Drying time is 24 hours between coats.
Clean up is messy and stinky, using mineral spirits, paint remover or paint thinner.
There is no need to sand the surface before painting unless it is rough of nicked. If you sand you will have to prime before using an oil or latex.
use a good primer first.
Since it is a piece of furniture. I would give a light sanding, primer it, then finish with an oil based paint. It's a pain to clean up but it holds up so much better. ( Go a head and sping for the painter cleaner, it's worth the extra few bucks)
sanded the white bookshelf then paint it with Gross paint
Be sure to prime first, and an enamal finish would be nice
