Answers:
they are called ceiling roses,I've got one and they add just a bit of decrotiveness to the ceiling. pretty simple to put up,two screws ,and either tile adhesive.or gyproc coving adhesive, mind any wires though while you are inserting the screws.

A mirror is more fun.
I think it sounds beautiful. Whether or not it's "in fasion", it's your home, decorate it the way you like. I just installed very decorative tin ceilings in mine and I can't hep but stare at the ceilings whenever I enter the room.
in 100% agreement with professor grey..
sounds beautiful, go for it..
Yes, most model homes for new communities show them. They can be as simple or elaborate as you would like. I would however, think again about papering your ceiling. FYI.the medallions are rarely plaster these days.
You're papering your ceiling? Now that is unusual. I hope you have high ceilings, otherwise the room is going to feel very cramped. As for ceiling roses, they suit houses of a certain age, but they're not exactly fashionable. I wouldn't recommend adding one to a contemporary house - it would look completely artificial and out of place. However, it adds character to an older property and definitely looks good.
These plaster decorations have to be screwed and glued to the ceiling which means your paper has to be cut around them which could be difficult and look a mess. I would only use these decorations on a plain or Artexed ceiling.
Papering the ceiling isn't vogue as it is regarded as a fire risk along with polystyrene tiles.

As for the plaster if your trying for elegance then yes go for it.
Ceiling medallions are very much "in fashion".

Instead of wall paper, consider a faux finish on your ceiling, it's easier to install than paper and costs about the same if you do a single glaze application, which are very popular.
If you are buying those cheap mouldings from B&Q .. etc then forget it..if you want something that looks good then you,ll have to pay for a proper plaster cast moulding that is firmly attached to the ceiling.
