It should first be primed with a good sheet rock primer and and then painted with either flat or semigloss paint
After you put up sheet rock or dry wall, you have to stucco over it to produce a smooth surface that is primed for paint. Then paint it with a nice washable semi gloss.
Of course you can paint sheetrock...but if you can't do it yourself , hire someone that does a good job at taping and sanding to cover gaps , nail heads , etc. Primer is a good idea for a base for a clean bright finish.
Sheet rock is drywall.

Installed:
Use Latex paint. (water based) If it's painted in oil you can get latex primers that will adhere to oil paint.
Unistalled:
After the drywall is install (screwed onto the wall stud) you need to tape, plaster and sand the walls, THEN paint. You can't just paint without taping and plastering (there will be big gaps between the drywall sheets).
Taping and plastering is a tricky job. It takes time a practice, so get someone who has experience and can do a good job for you.
Use latex paint.(water based)
