I removed wallpaper and the metal edging is rusting how do I take care of this before painting?

Kilz is great for primingover most items, how ever, it does not KILL the rust and it will keep deteriorating over time..use a product called ospho on the rust first..it chemically changes the rust into another agent that is no longer rust...you simply brush it off the next day..then kilz it and paint..
There is A product called Killz it is A paint to use as A primer
under the color you plan to use it will keep rust and stains from "bleeding" through your final coat.
Check also some of the rustolium products.
All can be found at any home improvement center.
Ask there also they often have products that they can recommend.
Make sure your kilz is oil based or just buy an interior oil base primer. You can paint a latex over the oil primer
