I water my hanging baskets every day. Even if it rains a lot they still need regular watering as the rain rarely penetrates a basket. Also as there is not a lot of compost it doesn't retain much moisture for the roots.

If it's dry weather, they should be watered every day as they dry out very quickly. They should also be fed once a week with an appropriate plant food. This is how I've always cared for mine and they always look very good.

Every day when it's sunny. Obviously if it rains they don't need watering, unless they are very well planted and the rain can't get through to the basket.
This is going to sound sarcastic, but you water them when they are dry. Your plants need to dry out between waterings for optimal growth and that doesn't happen on a set schedule.
I've got water retaining gel and slow release plant food in mine - so I can go away for a weekend & not worry about them (as long as it isn't actually scorching hot!)
So - unlike everyone else that has answered - I do mine every 2-3 days!

I live in Zone 9, a semi-desert climate. Some days I have to water my hanging baskets twice a day because they dry out in triple digit weather. I bought a little $5 moisture meter at the garden center which is a godsend because it tells you when they need to be watered. You just stick it in the basket and read what the meter says then do it.
IF YOUR BASKETS ARE DRY TAKE THEM DOWN AND STAND THEM IN A WASHING UP BOWL FULL OF WATER ,UNTILL WELL SOAKED , THEN WATER EVERY DAY, TWICE IF NEEDED YOU WILL BE ABLE TO TELL BY FEELING THE THE SOIL

Try some organic fertiliser as well, Fish, Blood and Bone is ok, but you must just keep it moist.
Not a good Summer for any growers this year. My garden is wrecked by gales and heavy rain.
Maybe it will pick up, but we are now counting down to Christmas, the longest day has gone.
Well, alot of good answers here, however one thing I failed to see here.It depends alot on what type of plants you have too..some plants thrive on dry soil, and don't like what is called "wet feet"..and need water very little..some like to keep thier feet wet in the same effect..I Lived in Florida 9 years , and when it's extremely hot we water ours 2 times a day..when it cools down , once...some we don't water but once a week...I grow herbs, veggies, and flowers etc ..flowers for my gf..bananas etc feel free to check out my herbs on my railing on page 1 of the attached flickr link..we water these like a hanging plant for this gutter/planter system i built has holes drilled all in it, similar to hanging plants..page 11 on here will show you my vegetable garden..of course there are 200 scenery pictures in this album as well enjoy
If they are in full sun check they dry out pretty fast, shade may last two days ,if the plant wilts be sure to water .
