Am i liable for damages if i used water resistant paint on my neighbors house which is partly on my property?

If part of your neighbor's house is on your property, the correct course of action would be to file an action for trespass. Your neighbor would be forced to relocate his house or, alternatively, to buy the land in question from you for fair market value. But I don't think you can simply take matters into your own hands and modify his house.

i dont see why in the world they would hold you liable for damages, if it isnt supposed to be there in the first place.

but either way, water resistant paint is supposed to help not damage so shouldnt be too much of a problem.
