Panel fabric is the fabric that is made ready to sew. If you've ever been to a fabric store and seen fabric with large PANELS for the front and back of some thing, usually pillows but you can find panel fabric for other things. If your using panel fabric you don't have to use a pattern because the entire project is already laid out for you on the fabric. Hope this what you meant, good luck!
If I am understanding your question, it is fabric that would go into a panel of some sort.
Relative to homes, I believe it is the fabric that is stretched between panels on the homes of the rich. I have seen it many times in my line of work. quite beautiful.

It could be used in several ways.
To make an insert on a panel in cupboards (when you have cut away the interior piece)or when making a 3 or 4 piece changing screen for a room.
Also, now it's slightly fashionable (I don't like it myself) to put fabric on the wall and staple it on, rather than paint or wallpaper. I think the fabric would get dusty quickly and when you finally remove it, you are going to have walls in need of much repair.
