If the shade is fabric use fabric paint or an additive. You can get either the paint or the additive at places like Jo-Ann's or Michael's. If it's a plastic shade use acrylic. If it's a glass shade use acrylic or glass paints.
Yes you can.Use acrylic pain or if you find some paper of anykind,scrapbooking ,wallpaper,etc you can get modpodge in put it on your shade. Painting shade make sure the bulb is not high wattage if so donot leave on for way too amy hours.

Maybe you should just buy a new one?
Not advisable as the heat from the bulb can cause the paint to catch fire.
