yes put newspapers down firt and lay viynal on top looks ok I did it in kitchen

there is a product I think is called levelastic. It will make the floor level so the vinyl won't crack. Works great over all kinds of flooring.
Unless the ceramic tile is really ugly you are doing your home a dis-service. I suggest you go with another tile- they have done wonders with stained concrete. It will add value to your home and the price is comparable. Not to mention it will look a thousand times better.

I wouldn't do it unless the surface is perfectly smooth, if there are grooves were the grout is and you lay it when you walk on it the vinyl will crack at the grout lines.
