Question:Who knows what they call the stuff they use to staple stuff like fabric on a wood like when they are padding window treatment or padded bench

Answers:
They use upholstery foam. It comes by the yard and is available from 1" up to 3 to 6 inches. You cut it with an electric knife. This foam is usually covered with a layer of quilt batting before the fabric is stretched around the back to be stapled. The batting softens the edges.
