I like to cut out a strip of cute fabric (about four inches wide and the width of the towel plus 1 inch), fold under 1/2 inch on each side, then sew it onto the bottom of the towel. This is very cute with fabric that has blocks of characters or hearts. You could possibly use double-sided interfacing and iron the thing on.
Cross stitch is also pretty, but it takes so much time, and I'd be afraid of the towels being ruined.
You could also sew on trim or crochet things to the bottom. Fringe or pom-poms would be cute.

You can trim the bottom with beaded embroidery. For example My mother added dangling beads to the bottom of a towel..and she also added a silver trim on the part of the towel where the line is right before the bottom..the trim was a woven rope like material..it came out great...Also if the towel is just for decoration then tie the ends together with a rope or a ribbon just as you would do to curtain.
Something else that looks nice is an ornamental braid. You can buy this in notions departments and it comes in various colors - usually with a floral or geometic design. This can be sewn on easily by machine.
