This depends on whether they are indoors or outside.
Indoors - wrap hessian or sacking or burlap around them and staple or tape or tie with string. Or you can cut legs off old jeans and roll them over, sort of like turn-ups. Or you can take the sleeves off old jumpers and pull them over, stretchy-like, and roll the tops over to hide the cut edge.
Outdoors - there is metallic paint that looks like rust. Or terracotta paint. Any colour paint as long as you like it. Or stand the pots up inside empty tin cans, empty olive oil cans, old vases, antique watering cans, old cooking pots. Or for a glam look, stick sea shells on, or marbles, or stick on bottle caps.
Or buy lots of thick string and glue it on, wound round and round. Takes ages, but it's effective.

You can spray paint them with designs
Plastic flower pots are not that expensive so I would toss the old ones and buy new ones. If you are really attached to your old plastic pots and don't want to toss them, you could maybe apply some contact paper or even paint them to brighten them up a little.
I would buy spray paint made specifically for plastic.it comes in tons of colors. Give it at least 2 coats. Then decorate whatever way you would like.stencils?

go to your local home improvement store (home depot, lowes) and check out the spray paint there are lots of fun options now... you have some that look like a sand stone and others that look like metal and other textures personally I am a huge fan of the "hammered metal" paints I used it to redo a light fixture and its really easy to use hope that helps and whatever you end up doing enjoy...
