I know the wood walls might not be stylish today . But to replace them because they were painted over would be costly. But you can sand them down to remove gloss , restain lighter or paint with primmer then Paint . Good luck

You can paint over panelling (use primer first), it has been done on many home improvement type shows also. If you want some ideas look for the following shows (TLC - While you were out, HGTV - decorating cents. You could cover it with fabric also (darker fabric).
Check out the show sites and get an idea of which of their designs can fit with your style and the budget will be small.
No you can't you got rip it off and get a new wall or get sheet-rock.
you can paint over them i dont' recommend it though it would look wayy weird with the lines going through it. but you could take some filling stuff that they use to fill holes in the wall put it in the cracks and on the walls and then paint it or just put wallpaper...your choice now your carpet...i really like hardwood flooring and you can do it your self too

HOPE THIS HELPS! =)
