I'm a painting contractor. You need to contact your local Sherwin Williams or MAB paint store. You can paint over your vinyl siding but it isn't recommended. Talk to a paint rep. at Sherwin before you proceed. They have some sort of new vinyl paint substance out now but none of my associates like using it.
There are a couple of exterior paints that are formulated to bond to vinyl siding. Most offer long warranties because they work so well, but follow the manufacturers instructions on the label. You shouldn't paint the siding a color that is darker than the current color, if anything, make it the same or lighter, because vinyl siding soaks up a large amount of heat from sun, and cools quickly in shade.. causing it to expand and contract, which can ruin the paints bond to the siding if you use a traditional exterior paint, or even cause the siding to distort if the color is too dark. So look into this at your local paint store, or home improvement store before you buy just any exterior paint.. Oh and one last thing... make sure you clean the siding well before you paint it!
under normal conditions you can paint vinyle siding but first it is recommended to primer it with a neutral primer designed for that type of siding and then a semi gloss out door paint.
