You could stucco over wallpaper, If you stucco Correctly. You have to nail off stucco mesh on the walls then you stucco, so the wall paper would be sealed in behind the mesh so it will be ok and shouldnt matter if it gets wet, the nails in the studs will hold the mesh up

I think if you were to do that it would just end up pealing off. When the wallpaper gets wet the glue will not hold it to the wall anymore.
