Question:change it for a new wall paper ? or take off all the wall paper and paint the walls?, or just add other layer of wall paper over the damage wall paper? I don't want to expend too much, and don't want to take too much time doing it myself , and I want the walls looking good, I'm talking about a mobile home walls.

First you want to make sure that its regular drywall and wall paper.

Any wall paper removal is time consuming. If its a plastic l covered paper you will have to peel off coating or get scoring tool before spray it. If you luck out and it just paper spray with water let soak ( they have special stuff to help glue release) and peel off in with a flat drywall knife (don't gouge) You will not get it in sheet unless lucky after all paper is off scrub wall well and paint with primer then paint..This will look the best.

But you can scub wall if not coated and is on wall well and seal and paint. I don't like to do this as it looks like a patch but you do what have to to get clean walls.

If you don't take the wall paper off first you won't have a very smooth surface to paint or put paper on. Paint would be easier to keep clean so you won't have so much up-keep. Sometimes painting over wallpaper turns into a real mess.
id use DIF to remove the wallpaper. it work by dissolving the adhesive. depending on the damage of the wall id prefer to paint. however you can rewallpaper OR you could put up paneling.
