If you want to kill it, get a bulldozer and dig it all out from the roots. Bamboo can get overgrown very quickly and they really expand really fast.
If you just wanna cut it and use it for something, have some fun and get a really really sharp samurai sword and start practising your slice/chop. Otherwise, get a saw and do it slowly if you want a nice cut, or use a machete if you don't bother how the ends look after being cut.
need more info- do you want it to live, or just get rid of it. Regular pruners will work to cut it.
If it's the Lucky Bamboo, that's usually found in rocks and water, you are supposed to cut it just below the growth rings on the stalk.
You don't say how you want to use the cut bamboo. If you want to kill it, use roundup. If you want to use it for different things, cut it back to the ground and it'll come back up from the roots.
